The real cost of Core
Free is not zero
Moodle Core’s licence cost is $0, but the operating cost is not. A realistic self-hosted Moodle Core deployment carries the following cost lines:
- Hosting: VPS or managed PHP hosting, with database and storage.
- Engineering time: install, theme, configure, integrate (SSO, HRIS), maintain, upgrade twice yearly.
- Plugin compatibility: every minor upgrade can break plugins. Test before promoting.
- Accessibility: WCAG compliance auditing on themes and custom code.
- Support: in-house or contracted to a Moodle partner.
That cost is real and recurring. It is not always cheaper than a SaaS LMS at small scale. For an honest comparison, build a full TCO model that includes engineer time at the same loaded rate you use for any other infra-vs-SaaS decision.
When Workplace earns its premium
Features Core does not match
- Multi-tenant organisational hierarchies (parent + child companies).
- Workflow approvals (manager-approved learning plans).
- Programs and learning plans tied to job role and team.
- Automated certifications with expiry and recertification cycles.
- Native reporting tuned to corporate L&D rather than academic outcomes.
